Fixing "Wdrożenia" - questions and forms options

User story
As a HR manager , I want to have some options in designing onboarding materials

Tasks

1. • When employee profile is set, system won't send any information. The email to employee will be sent when HR manager will add some forms for employee and push button "Send"
2. • Empty form - HR manager has possibility to send empty form but will be informed by modal that the form is empty
3. • When HR will add chapter and there is no content ther, he/she will see modal that the form is empty
4. Different question options will have different colours
5. Turn off "Title" in question and change text in "Treść" on "Wpisz pytanie"
6. Turn off "Odpowiedz pracownika" in open question
