[BRIP-2] Quantum Resistance

Concern

A significant criticism given for the whitepaper relates to the omission of any plans for Quantum Resistance. As we know, Google has just announced quantum supremacy. What does that mean for Bitcoin Royale?

Solution

A proposal is as follows:

Implement the hash-based signature scheme XMSS. Which is a hash-based, forward secure signature scheme that still includes reusable addresses. This implementation should easily be lifted from QRL. QRL is written in Python, but rewriting in C++ shouldn't pose a challenge.
