In the guide edit flow, allow users to edit todos and prerequisites.

The backend doesn't seem like it fully supports edit on todos or prerequisites after a guide has been published?
doesn't appear to be another backend path other than guide-revision.service.ts 's syncDraftTagsAndEdges() which returns

422: "Prerequisites and todos can't be changed from a revision once the guide is published"
