Check connection alive state

Site is deployed in IIS without certificate. Sometimes something goes wrong and chrome aborting all requests due certificate issue. Only reloading page helps

**Describe the solution you'd like**
Every 5-15 mins check is connection is up. If not - display an error message as static not hiding by timeout notification
