Upgrade react-styleguidist to latest v9.1.16 

Our rsg-component implementation depend on `^9.1.2` and react-styleguidist is now [v9.1.16](https://github.com/styleguidist/react-styleguidist/releases).

They have change in their core the management of anchor. Now they are using `?id=$id` instead of anchor.

This result in broken anchors.
