check why workflow is triggered even though genome_annotation.py is not changed. Check to see if trigger is correct.

• occurred when creating a PR to add a data_translator (Add functionality to parse data catalog's large file metadata manifest #47)
• could be an issue with my branch (not sure) because it doesn't seem to happen when PRs are merged
