i18n scaffold and string extraction

Problem

Given the target audience spans remittance/aid-disbursement markets globally, no confirmed localization infrastructure exists; all UI strings are likely hardcoded English.

Acceptance Criteria

• String extraction convention established for all new and existing components
• At least one additional language fully translated as proof of setup
• Language switcher accessible from all core pages
