Add Terms of Service and Privacy Policy pages

Problem

No confirmed Terms of Service or Privacy Policy pages exist in the documented app structure, despite the app collecting wallet addresses, processing real fund transfers, and targeting users in aid/remittance contexts where legal clarity matters more than average, and where the absence of such pages is itself a trust signal recipients and senders may look for.

Acceptance Criteria

• Both pages exist, linked from the site footer and from the send/claim flows where relevant
• Content reviewed for accuracy against actual data handling practices (not boilerplate that overclaims or underclaims what's collected)
• Update process documented so these stay current as the product's actual behavior evolves
