Windows 11 Support

WinThumbsPreloader runs on Windows 11, but it doesn't appear to have any effect. When you open the folder, Windows 11 file explorer has to do its own thumbnail loading. Does anyone know what needs to be changed to make this work?

The way windows handles thumb generation is very funky and from personal experience it sometimes seems to lock the thumbnail databases from being properly populated by winthumbs, especially if you recently started generating stuff "manually" by going inside the folder(s) in question. The only somewhat reliable way that I found to fix this is by either restarting explorer.exe or a full system reboot.

Also give the fork by @Mfarooq360 a try, from what I know he is maining windows 11 currently and his updated tool is tested to work there first and foremost.
