Consider migrating to a maintained yaml library #65
Description
gopkg.in/yaml is unmaintained. Two immediate options:
- https://github.com/yaml/go-yaml (the yaml org's maintained fork of gopkg.in/yaml. should be pretty easy to swap out)
- https://github.com/goccy/go-yaml (likely a larger migration(?), but seems to have some better ideas than just forking)

Didn't see this discussed elsewhere, so thought it was reasonable to bring up here (and potentially bring a similar change into our other projects).
