Update porfolio sites to use uv for package management

Now that we've updated the data-analysis repo to use uv and the /portfolio we should migrate each of the sites.

Most should be pretty straightforward. ntd is the most complex.

Also worth noting sb125_analyses has some structural oddities: sb125_fund_split_analysis is the porfolio member with some other stuff hanging out.

Actually it looks like the two that I had identified earlier dont need their own deps. They can just remain as inheriting from _shared_deps and calit-data-analysis

@edasmalchi: I can migrate - I just can't get the uv run python portfolio/portfolio.py successfully, I get a NoSuchKernel: No such kernel named pyproject_local_kernel_use_venv when using the 2026.3.18 image. I was able to get a script to run with uv run a_script.py but not the full parameterization. But I got the _test yml to work.

Oh, and also the other dependencies were solved with the uv sync --all-groups
