Consider terraform instead of gcloud for provisioning cluster

This is something I could take on, I've already got the terraform scripts from some earlier projects.

There are some important things to configure like oauth scope, workload identity, that sort of thing. Configuring things like that and potential separate node pools gets ugly with the gcloud cli.

We could also consider the google resource templates.

This might be overkill for MVP phase. I found out workload identity & scopes is doable with gcloud flags (seen in #3 )
