Creator does not write single-value fragments in-line with conventions

As per convention, fragments composed entirely of a single value should be reduced using the new unique_values option. This is currently not implemented, so the creator tool is currently only writing datasets compliant with the primary internal convention. The xarray engine has the ability to read both primary and secondary compliant datasets, but the creator will only create the former currently.
