The attached file uses a user-defined geographic projection. When you try to upload it on PWD, the page loads the 100% status bar but goes no further. It doesn't provide the user with an error message. There is no way for the user to know that the upload failed (other than their page doesn't move) or that it failed from an unaccepted coordinate system.
