[REQUEST] Restrict Collegues in New Hire Center to None, Department or All

Instead of displaying the entire company directory in the new hire center, we should be able to:

1. Turn it off
2. Turn it on after hire date
3. Restrict to the department that the user is in
4. Restrict to specific people
5. Show full company but restriction call/email options

This way the full directory isn't just available for all new hires directly unless the company agrees to such thing.
