Xapi based client app (draft)

Once online forms have xAPI support: a thin client app could:

1. Allow the user to login (username, password, respect single sign on)
2. List all available forms for user
3. Allow user to complete a form online if desired (eg just open the online link) send data back using xAPI
4. Allow user to download resources required to run a form offline (e.g. look at the manifest the form download all resources as per manifest)

This app will be a new Cordova/Capacitor based app (will not use or modify existing form wrapper app).
