Option to guarentee each piece of gear / weapon is in the itempool

Depending on filler options it is possible that there are gear pieces that you will simply never see.
This combined with ranodozing gear stats / effects could mean you get shafted with bad gear. Having an option to guarentee each gear piece is present atleast ensures that players can make use of each effect and not get shafted with only bad stats

On the more restricted option set we only have about 122 free to place gear before filler is added. (This is after progression required items, summons and artefacts from gstla from chests are added).
When looking at the numbers for all the other gear, just looking at gstla gear and not the items from the shops it will add 88 items.
Gear from the shop would add another 77 on top of that.
Gear that unobtainable (gs1) adds another 80 on top.

No I do not know why these groups are all around 80, never the less. There is an option to guarentee gear from gstla but it would be impossible to have that and include gear that is from gs1.
Depending on how base randomizer handles things when randomizing gear we might have a way forward (guarentee gear but exclude shop) and it would fit all be it a bit tightly before filler.

Note after the 122, we also add a small number of guarenteed basic healing items. We would have to adjust this code a bit as it drops the number of free locations to 84 which would leave no room for the gear nor filler. If we go through with this we may have to remove the guarenteed consumables which was a suggestion in the past as well #19. Alternatively is we would have to add more locations.
