[FEATURE] Surface "Always-On Microphone" outside the hidden Debug menu

Handy's default mic mode has a short startup delay that clips the first word(s) of speech. The "Always-On Microphone" setting fixes this completely (instant, real-time capture) — but it's hidden in the Debug menu (Ctrl+Shift+D), so most users never find it.

Other users have run into this same latency (see this comment in #211), so it's not just me.

Suggestion:

1. Move/mirror this setting into General or Advanced settings.
2. Make it a duration instead of on/off — e.g. 15 min, 30 min, or always — similar to the existing "Unload Model" timeout.

This would fix one of the most common complaints (clipped first word) with a setting that already exists, just needs better visibility.
