Instance allocation timeout is not configurable

The plugin waits 180 seconds (3 minutes) for pending operations like instance allocation to complete. I've recently seen an uptick in timeouts during instance allocation, but I can't change the timeout; it's hardcoded in GoogleComputeProvider.
