Currently we look at last edit, however that requires some vandalism to have happened recently, which is the usual but not always case.
Now we have metrics, we could easily drive the health check from the metrics (or just drop it, now the bot handles issues better).
An easy option would be to expose 'last event time' or 'last edit time' (so we don't need state to compare the counters).
