[Public] On the cards displaying practice programs, the date is in English

Describe the bug
On the public website, where we have the practice programs cards, the deadline date is in English instead of Romanian.

Quick fix:

• change the formatting to a more language-neutral one "DD-MM-YYYY" to avoid having this issue on other deployments in other languages.
