[Public] Show county in programs list cards

Describe the bug
When a location is set for a service, the card displays only the city and not the county. As there are several cities with same name in different counties, it is necessary to display the county.

To Reproduce

1. Go to List of programs page on the public portal (current staging)
2. See a program that has a location set

Expected behavior
Card should display (Pin icon) City, County
