Add support for post_clone_script to the dotfiles and personalize modules

Now that we have Startup Dependencies coming to life, it would be helpful to add support to the dotfiles and personalize modules for the post_clone_script function. This would resolve the issue of the personalize module having a dependency on content sourced via the clone performed in dotfiles.
