Define: Form/Sheet moderation workflow and future product UI

Goal

Document the manual moderation workflow for Google Form/Sheet intake and outline the future in-app moderation UI. No backend schema/API changes in this issue.

Current state

• All public reports enter via Google Form
• Maintainers review in linked Sheet only
• Backend moderation APIs exist for in-app reports but are not connected to Form intake

Deliverables

1. Maintainer SOP: triage, duplicate check, review_status values, escalation
2. Redaction checklist before any public summary
3. Product outline: moderation queue UI, connection to Sheet-approved imports
4. Cross-link docs/moderation-model.md and docs/google-form-intake-spec.md

Constraints

• Operational doc + planning only
• No automated Sheet import implementation here (see Issue Plan: Google Sheet to backend import pipeline (design only) #6)
