Dominion should use the highest system timeout specified

Description

Multiple @Options.SetSystemTimeout annotations could be defined on a particular test,the Dominion PaxExam driver should ensure to use the highest system timeout specified and only report that one to PaxExam since PaxExam would simply use the first one it finds regardless of its value.
