  1. Add 12 governance migrations(supply caps, curve params, reserves, rsETH price feeds)
  2. Remove legacy Comet.sol, CometFactory.sol, ScrollComet.sol
  3. Standardize on CometWithExtendedAssetList + CometFactoryWithExtendedAssetList
  4. Drop Sepolia and Fuji testnet deployments
  5. Add addBridgedDeploymentManager for multichain migrations
  6. Revert multichain proposal simulation(scenario relay logic from #433); keep migrations and infrastructure
