Fix navigation header on medium-width devices

There's a width in between the vertical and horizontal navbars in which the links are listed vertically, but the popup doesn't appear. Change to add the popup at this width too.

To replicate - view website on an iPad mini/air (via chrome devtools), or manually resize window.
