[Suggestion] XP Winning stakes in settings.json

I'm thinking of an idea to add a parameter in Settings.json so that bot owner can set the stakes of winning an XP, for instance:
"xp_stakes": 250 sets the stake to a 1/250 chance (basically rng right now)
