[FEATURE REQUEST] `warn` command

I was trying to warn myself for testing, and there's no warn command! I genuinely thought my config got corrupted again.

In my personal opinion, warn command doesn't help moderation much. Most places have a 3-strike system, even if you're in that specific server for years, while certain places that I was in with actual human moderation takes mute/ban as a serious thing, instead of "you messed up 3 times in span of 5 years, you're out"
