Expand volume coverage pattern information on `Scan`

Today the Scan model includes a VCP number which identifies the scan pattern in use. #15 recently introduced much higher-fidelity information about the coverage pattern, including details about individual elevation cuts. The Scan model should be expanded to include some normalized form of what's available from message type 5.
