At this time, I'm writing a script to c:\Windows\Panther\Scripts\LCMSetPushLocal.ps1 and calling this from unattend.xml and it would be better to call the contents from an "-encodedCommand" directly from unattend.xml or better yet, configure the LCM via the system registry in the VHD.
