New layout suggestion: Header with admin section

CKAN needs a ribbon across the top of the header to hold some admin only menu items, the same could be applied to CWP header when a user is logged in (displays a link to the CMS etc).

This has been added to CKAN theme but unsure if rolled back into the pattern lib.

Next step will be to check this.
