Upgrade Python API (to v2)

Last Python API release was two years ago https://pypi.org/project/datacommons/#history.

We need a major release to cover the following:

- Update to use REST V1 API as the backend service.
- Support contained-in place observation query.
- Support pagination for node queries.
- Deprecate Python2 support.
- Add unit tests and continuous tests.
