[Bug]: ACM activation fail on AMT v22

Describe the bug

ACM activation on AMT v22+ using Device Management Toolkit is failing and have observed that the “Upgrade to ACM” call is failing with status code 1

Steps to reproduce

1. Make sure AMT device is in pre-provisioning state
2. Activate AMT device using rpc-go command
3. Observe the rpc activation flow

Expected behavior

Activation success using rpc without any error
