Unable to generate bitcoin using chain liquidregtest

Using either elements 0.17 generate or elements 0.18 generatetoaddress does not create new bitcoin when using the getbalance command.

Part of my confusion is the interop between the addresses on liquid and on those on bitcoin and how pegin and pegout works. I think the answers I seek are in this guide which I'll review next. https://docs.blockstream.com/liquid/developer-guide/developer-guide-index.html#developer-guide.

I think elements doesn't create bitcoin when creating blocks, the bitcoin are supposed to be "imported" (pegged-in) from a bitcoin network. But it seems like there is an option to create initial coins (initialfreecoins): https://github.com/Blockstream/liquid-walkthrough
