[DESIGN] Complex batch assign

Now that we have automatic batch assign, we now want to introduce manual batch assign for cases that can not be automatically assigned.

We need to look at the output from the automatic assign.

Will discuss the usual process and what is needed to make decisions with Swati in order to create a design.

Discussed current processed and automatic batch assign output with Swati today. Made some flows based on this for co-design session scheduled for next week.

Design time completed today- we walked through the flows and explored how we can iteratively approach the design within the manage service.

Breakdown of agreed approach and tickets are updated on the mural board.
