DTS service implementation SEED XC

Just to let you know: At SCDH Münster, we are currently developing a DTS service implementation. Its navigation and document endpoints are driven by DTS Transformations (see #278 ). The service can connect to any data store by a plugin system. TEI-XML is default, but the high-level components are designed for any format.
