In the Calcdex, it shows Smeargle's speed stat as 131 after switching in with Sticky Webs up (x0.67 reduction), but looking at the in-game tooltip from Showdown's client, it says the speed is 130. The Smogon damage calc doesn't have a Sticky Web toggle, which I'm guessing is the culprit here, because it's possible that there's some Pokerounding thing happening on the client that we're not replicating in Calcdex.
It's possible that this is an issue with Sticky Web, and not Smeargle specifically too.
