Update Dockerfile to use Alpine base image

Expected Behavior

Environment running Alpine set up with Ruby, Python and Git installed.

Ruby should be version >= 2.6.6 and < 3.0
Python should be version >= 3.8 and < 3.9
Git should be latest available version

Actual Behavior

Environment running Debian suited only for Ruby 2.6.7.
