Support releasing Eclipse Che upstream using devfile commands #23910

Is your task related to a problem? Please describe

As a committer, I would like to release Eclipse Che upstream using devfile commands, so that the release process is reproducible, self-documented, and executable from within a Che-release workspace.

The current Eclipse Che release process involves manual steps across several repositories.
Encoding these steps as devfile commands would:

  • Make the release process executable directly from a Che release workspace
  • Check the status of release

Acceptance Criteria

  • Devfile commands are defined for each step of the upstream Eclipse Che release process (in case we need to have a few)
  • A committer can execute the full release workflow using devfile commands from a Che workspace
  • Release steps are documented and version-controlled alongside the source code
  • Check the status of running release process
  • Consider adding a Claude Code skill (SKILL.md) to assist with orchestrating or guiding the release process
