Empty workspace missing in next version of Che

Describe the bug

For the next version of Che, the empty workspace is missing:

Che version

next (development version)

Steps to reproduce

1. Deploy che next with chectl server:deploy -p openshift
2. Check the user dashboard

Expected behavior

The empty workspace option should be available under the list of samples.
