[BUG] - Local radios are not displayed in AA if there is not at least 1 radio on server

Describe the bug

Local radios are not displayed in Android Auto if there is not at least 1 radio on the server

Expected behavior

Local radio stations should be displayed in Android Auto even if there is no radio station on the server.

Environment

• Android OS version: 13
• App version: v4.19.3-dev
• App variant: full variant
