HTTP Connections with no character encoding specified, must imply the UTF-8 encoding scheme.
This goes for SOAP services (SOAPMessage) and XML bodies both alike.

This also counts for parts of messages in MultiPartBuffer messages. If no encoding scheme is given in the header of the MultiPart, the implied scheme is UTF-8
