Remove OSM waypoints with the same location in the same lane

At least once in small_paris and osrf there are waypoints of the same RNDF lane and continuous that have the same latitude and longitude. The former has a duplicate at '''segment_name OSM_62314198''' and the latter has one duplicate at '''segment_name OSM_8938400'''. There is already an issue in terminus-simulation to support it for Drake.

To better illustrate the issue, the RNDF file may have the following:
