Add ability to pop out video call and stay on top

What would you like to do?

Pop out a video call and keep it on top of all other windows

Why would you like to do it?

Still be able to see people on a video call while doing other things - e.g. collaborating, playing games, etc.

How would you like to achieve it?

Pop out window (similar to #32316) and be able to selectively lock it over all other windows

THere's been an issue opened on this.
