Move the menu to the center of the screen

Problem

The “Budgie” menu doesn't really fit with the current OS style

Proposal

it would be interesting to make it a standalone element by moving it to the center of the screen and perhaps expanding it to full screen.

Want to make sure to link elementary/dock#337 since there's discussion about making applications menu tied to the dock instead of the panel. This would put it more in the center of the screen

When we first were designing pantheon we trialed a full screen launcher and our user testing with it performed less well than a smaller paged launcher.

I think that might be a terrible solution; the menu (at least in my opinion) should be "separate from everything else." I click 'Super', and the menu pops up—and it should only be accessible via 'super' or, at most, through a specific keyboard shortcut.
