Microsoft.UI.Windowing.Core.dll was not found when trying to edit

Hi, when I try to edit I get this error:

I already tried removing notepad from the registry according to this reddit post:

I just want a way to edit entries in case I need it. Not neccesarily with notepad. It would be good to know where the sequences are stored.

Oh I'm an idiot nvm, it says right here:

You can add custom rules by creating a file named .XCompose or .XCompose.txt in your %USERPROFILE% folder

and in that file it says:
For more definitions, see the files in C:\Program Files\WinCompose\res.
