Prioritize cookie for locale #2
Description
Current setup updates client's locale using the url's locale param, this means the user's locale setting is not properly persisted / restored. There seems to be a small bug with paraglide when setting 'cookie' as the primary strategy. The problem most likely lies in the reroute hook.
