Include headers for other languages

At this point there are only official header files for C and BLISS. There is also a contributed header for BASIC. There needs to be a version of NETLIBDEF that is written in SDL and can replace the existing language dependent versions, making for easier maintenance and the ability to support more languages.

So far this looks great. The C version of the output has been fixed up under the ssl branch. Next step will be to add the different language modules to a software kit.
