users authorize other users to access their apps

User1 authorizes User2 different levels of CRUD interaction with (User1's) their apps.

This should be allowed to happen directly through Melang site.

This could also happen through GitHub repository authorizations.
EG. User1 authorized User2 to CRUD on User1's repository. Melang sees this authorization and extends the same permissions to User2 within the Melang domain
